Spanish planning is more prescriptive than many buyers expect, which is helpful rather than restrictive: what you may build is knowable before you commit. Each plot carries fixed parameters — maximum occupancy of the plot footprint, maximum buildable area, a height limit typically around seven metres over two floors, and minimum setbacks from the street and from neighbouring plots. In Altea Hills, for instance, occupancy is commonly capped at around a third of the plot with setbacks of five metres to the street and three to neighbours. These figures are public and verifiable. A plot's real value is the intersection of those parameters with its orientation and view.

Gradient first. A level or gently terraced plot is dramatically cheaper to build on than a steep one, because retaining walls, excavation and access ramps consume budget before anything visible is constructed. Buyers routinely underestimate this and pay for a view they then cannot afford to build under. Orientation second — southwest for sunsets over the water, southeast for cooler mornings. Third, whether services are already at the boundary: mains water, electricity and drainage connections cost real money to bring in. Fourth, whether a licensed project already exists, which can save many months and is worth a genuine premium.
Two kinds of buyer, with different tolerances. The first has built before, understands that a Spanish build takes longer than quoted, and wants a house that no developer would produce — a specific orientation, a particular layout, a pool positioned exactly where the view is. The second is buying land as a longer-term hold, often in Altea Hills or Calpe's urbanisations, where plot supply is finite and the surrounding houses are already built. What we would gently discourage is buying a plot as a way to save money. Building on this coast rarely comes in below the cost of an equivalent finished house, and it takes considerably longer.
Altea Hills has a steady supply, being a large planned urbanisation that was never entirely built out, and its parameters and services are well established. Calpe's hillside urbanisations — Maryvilla, Empedrola and the slopes towards Benissa — release plots regularly, often larger and with the Peñón in view. The hillsides above Altea and around Sierra Altea Golf produce fewer but occasionally exceptional ones. Finestrat and Sierra Cortina have land within newer developments, usually sold alongside a builder. Mascarat plots are rare and expensive. In every case, the drive times and airport access match the surrounding area.
Get written confirmation of the buildable parameters from the town hall rather than relying on the seller's summary — this is the single most important step and it is inexpensive. Establish whether mains water, electricity and drainage reach the plot boundary, and if not, what connecting them costs. Have someone competent assess the gradient and the likely groundworks, because that figure will dwarf most other variables. Check for any easements or rights of way across the land, and confirm the legal status of the access road. If a licensed project is included, verify the licence is current and transferable. An independent lawyer is essential.
